I have the honour to transait for your

information the enclosed translation of an article which has

appeared in the Chung Kwok Yat Po, a Chinese Newspaper publish-

ed in Hongkong, in the issue of the 11th, instant. I am not

aware of the authority for the statements therein contained

concerning the approaching departure of His Excellency the

Viceroy of the Two Kwangs and the removal of the Capital from

Peking to Shensi.
